To get a Tails chao, you first have to complete the first three guild missions. After that you will unlock more of them. Select "A Fake in Yellow" and complete it. (Defeat all the rag rappies you see and talk to the one that doesn't attack. It will disappear. When you see it again, talk to it again. The last time you see it, it won't run away - talk to it three times to complete the quest.)

Now comes the most important part.
DO NOT GET YOUR MESETA AT THE HUNTER'S GUILD YET! INSTEAD, GO BACK THROUGH THE WARP PIPE CREATED AT THE END OF THE MISSION!!!

When you're back on the planet, you should see three rag rappies staring at the waterfall in the background. Talk to each one and then go to the place they're looking at. Destroy the crates (not neccessary), walk around a bit and try to press the A button a few times. Soon a chao will appear and give you the key item "Tiny Chao's Garden".
Now go back to the Pioneer 2.

STILL DON'T GET YOUR MONEY AT THE HUNTER'S GUILD!

But in front of the guild you should see a GBA on a stick. Plug a (real) GBA into your Gamecube's fourth controller port, turn the GBA on and step onto the GBA on the stick. Follow the instructions to download the Tails chao. (NOW you can get your payvement at the Guild if you want to.)
Now quit PSO, start one of the Sonic Adventures and "pick up" your chao. Congratulations! You now have your own Tails chao!

But it is very important that you DO NOT GET YOUR MESETA AT THE HUNTER'S GUILD UNTIL YOU HAVE THE CHAO ON YOUR GBA! If you get your money first, the rag rappies and the GBA on the stick will be gone and you have to start a new game with a new character. And that is what a lot of guides forget to mention.
